Partnership will accelerate digital transformation across construction, disaster prevention, and social infrastructure while strengthening the cloud video capabilities of CTS’s Site Assist Package (SAP)

Strategic Partnership Agreement Signing Ceremony (September 2, 2026, at CTS Headquarters)
CTS Corporation (Head Office: Ueda City, Nagano Prefecture; President and Representative Director, Executive Officer: Ren Yokoshima), a construction ICT specialist supporting construction sites across Japan, has entered into a strategic partnership agreement with DSR (Chief Executive Officer: Anatoli Pechkov), which has extensive experience in AI, IoT, and video technologies.
DSR and CTS have been exploring opportunities to collaborate on solutions that use video analytics and AI technologies in the Japanese market.
As part of these efforts, the companies announced a proof of concept (PoC) in May 2026 with Noema, a wholly owned subsidiary of DSR. The PoC used AI cameras installed along rivers and other locations in Nagano Prefecture to detect water levels. Through this demonstration, the companies confirmed the effectiveness of a solution combining CTS’s CamStreamer Cloud and IoT SmartHub with Noema’s AI flood detection technology.
In recent years, natural disasters such as earthquakes, typhoons, and record-breaking heavy rainfall have become increasingly frequent and severe, driving greater demand for disaster prevention measures and more resilient infrastructure.
Building on the knowledge gained through this demonstration, the two companies have entered into a strategic partnership agreement to combine their technologies and networks and accelerate collaboration across a broader range of fields.

Water-Level Detection Using the Noema AI Flood Detection Application (Tochigi River, Komoro City, Nagano Prefecture)
This agreement will support the continued expansion and advancement of the cloud video service offered as part of CTS’s Site Assist Package (SAP), an on-site operations support service.
Expanding application areas:
In addition to river monitoring and water-level detection, the companies plan to expand SAP’s site information capabilities with new applications using DSR’s AI and computer vision technologies. These will include monitoring of roads, dams, and public facilities, as well as flood detection, anomaly detection, and analog meter reading.
Accelerating development:
By combining DSR’s advanced AI and algorithm development capabilities with CTS’s field implementation expertise and nationwide network, the companies aim to shorten the cycle from PoC and joint development to commercialization, accelerating the advancement of cloud video services.
Incorporating field feedback:
Insights gained through CTS’s customer base and field support capabilities across its 32 locations nationwide will be quickly incorporated into DSR’s technology development, helping the companies create solutions that are increasingly practical and effective in real-world environments.
Contributing to more resilient social infrastructure:
As natural disasters become more severe, infrastructure continues to age, and the construction industry faces labor shortages, AI-powered remote and automated monitoring can enable wide-area monitoring with fewer personnel. This can support earlier detection of potential disasters, help prevent or reduce damage, and contribute to the safety and security of local communities.
Beginning with demonstrations in river monitoring, the two companies will continue expanding into disaster prevention and infrastructure monitoring applications with strong societal demand, including road flooding detection and snowfall detection.
Through PoCs, joint development, commercialization, market expansion, and promotional activities, DSR and CTS aim to create new value in the Japanese market.
By providing solutions that combine AI, IoT, and video technologies to address challenges such as labor shortages and aging infrastructure in the construction, disaster prevention, and social infrastructure sectors, the two companies will help accelerate the digital transformation of the infrastructure that supports the safety and security of local communities.
